What Is Artificial Intelligence Literacy? Definition, Components, and What It Is Not
By Pedro Sonda, dooop
Artificial intelligence literacy is the set of knowledge, skills, and understanding that enables a person to use AI consciously: knowing what AI does and how it can err, applying it to their own tasks, evaluating its outputs, recognizing risks to data, people, and decisions, and deciding when to use it and when not to. It is not technical training to build systems nor a course about a specific tool. It is the common foundation that allows everyone in the company to work with AI with sound judgment.

The Reference Definition
The European Artificial Intelligence Regulation (AI Act) defines AI literacy as the competencies, knowledge, and understanding that enable the informed deployment of AI systems and awareness of AI’s opportunities, risks, and potential harms. Since February 2, 2025, Article 4 of the regulation requires that providers and professional users of AI systems take measures to ensure a sufficient level of AI literacy within their teams, considering technical knowledge, experience, and the context of use (AI Act, art. 4).
This rule applies to those operating in the European market, but the definition is useful for any company: literacy is proportional to each person’s role and the context in which AI is used.
Why the Topic Became Urgent
In a study with more than 48,000 people across 47 countries, only 47% reported having received AI training, while 66% said they trust AI results without assessing their accuracy (KPMG and University of Melbourne, 2025). In another study with over 10,600 workers, only 36% considered themselves adequately trained (BCG, 2025).
Interpretation: AI usage has advanced faster than people’s ability to use it judiciously. Literacy closes this gap.
dooop Framework: The 5 Components of AI Literacy
| Component | What the Person Knows | Practical Sign |
|---|---|---|
| 1. Understand | What generative AI is, how it produces responses, and why it can err while appearing correct | Explains in simple words why AI can fabricate information |
| 2. Use | How to prompt with context and integrate AI into one’s own tasks | Uses AI in at least one recurring task with good results |
| 3. Evaluate | How to verify facts, numbers, sources, and contextual appropriateness | Checks AI outputs before use |
| 4. Protect | Risks to data, privacy, intellectual property, and people | Knows which data cannot be entered into which tools |
| 5. Decide | When AI is appropriate and when it is not | Refuses to use AI in inappropriate situations, such as sensitive decisions without rules |
Components 3 through 5 most distinguish literacy from a tool-specific course.
What AI Literacy Is Not
| Not | Why |
|---|---|
| A tool course | Tools change in months; the components apply to any tool |
| Technical training | Most people do not need to program or train models; see How to Teach AI Without Turning Employees Into Technical Experts |
| An inspirational lecture | Inspiration does not change practice; literacy requires exercises with real tasks |
| The same for everyone | The level varies by role and risk; a credit analyst needs deeper risk understanding than an administrative assistant |
Levels of Literacy
| Level | For Whom | Focus |
|---|---|---|
| Basic | All employees | Components 1, 4, and 5; usage rules |
| Applied | Those who use AI in daily tasks | Components 2 and 3, with practice in the role |
| Advanced | Managers, multipliers, and risk areas | All components, plus process redesign and governance |
What to Do Now
- Define what literacy means in your company, using the 5 components.
- Assess the current level with practical questions, not just self-assessment.
- Design a program by levels; see How to Create a Corporate AI Literacy Program.

Frequently Asked Questions
Is AI literacy mandatory in Brazil? There is no general requirement currently in force in Brazil; Bill 2338/2023, a proposed AI legal framework, is still under consideration. Companies operating in the European Union are already subject to Article 4 of the AI Act.
What is the difference between literacy and alfabetização in AI? They are translations of the same English term (AI literacy). "Letramento" emphasizes critical use in context, not just basic knowledge.
