AI Consulting or Internal Team? When Each Makes Sense, and Why the Hybrid Model Usually Wins
By Pedro Sonda, dooop
Hire AI consulting when you need speed, methodology, and market insight to decide what to do; build an internal team when AI is a permanent and core capability for the business. For most companies, the best answer is to combine both sequentially: the external partner accelerates initial decisions and transfers knowledge, and the internal team takes over operations.
Updated October 2026.
Transparency note: dooop is an AI consulting firm. Therefore, we also include cases where an internal team is the better option.
What Each Option Offers
| AI Consulting | Internal Team | |
|---|---|---|
| Speed to start | High: ready methodology and experience | Low to medium: hiring and training take time |
| Business context | Needs to learn | Already has it |
| Comparison with other companies | Brings references from multiple cases | Limited to own experience |
| Continuity | Limited to contract duration | Permanent |
| Cost | Variable, per project | Fixed, recurring |
| Main risk | Dependency and knowledge loss after contract ends | Delay and limited perspective |
What the Evidence Shows
External partnerships tend to have more success in implementation. The report The GenAI Divide: State of AI in Business 2025 from MIT’s NANDA project, based on 150 executive interviews, over 350 surveys, and 300 deployments, found a 67% success rate for solutions obtained from external providers—more than double that of internally developed ones (The National CIO Review on MIT NANDA, 2025). The study addresses tools and partnerships, not consulting specifically, but indicates that building everything alone is the hardest path.
There is a shortage of qualified personnel. In Brazil, among industries that have not adopted advanced digital technologies, the lack of qualified staff rose from 46.4% to 60.6% as an obstacle between 2022 and 2024 (IBGE, 2025). Building an internal team from scratch is slow and competitive.
Value depends on people and processes. BCG observed that AI leaders dedicate about 70% of their effort to people and processes (BCG, 2024). This favors those who know the organization internally, an argument for internal teams in the long term.
Interpretation: The evidence favors combining external support to accelerate and bring methodology with an internal team to sustain change over the long term.
dooop Framework: 5 Questions to Decide
| Question | If the answer is "yes" | Tends to favor |
|---|---|---|
| 1. Will AI be a central and permanent part of the product or operation? | Strategic long-term capability | Internal team |
| 2. Do we need results or decisions in the next few months? | Urgency | Consulting |
| 3. Do we still not know what to prioritize? | Lack of direction | Consulting (strategy/discovery) |
| 4. Can we hire and retain the necessary profiles? | Accessible talent market | Internal team |
| 5. Do we need comparison with practices from other companies? | Lack of reference | Consulting |
The Hybrid Model in 3 Phases
- Accelerate (consulting leads): diagnosis, prioritization, initial experiments, and basic governance rules. The internal team participates from the start.
- Transfer (joint work): the internal team leads, consulting supports and reviews. Methodology, criteria, and materials become company property.
- Assume (internal team leads): consulting intervenes occasionally for new topics or independent reviews.
The critical point is phase 2. Contracts that do not provide for knowledge transfer create dependency. Ask from the proposal stage: what will our team be able to do at the end?
When the Internal Team Is the Best Option from the Start
- The company already has data and AI professionals experienced in production.
- The problem is technical and product-specific, and internal knowledge is the competitive advantage.
- Priorities are clear and minimal governance is already defined.

What to Do Now
- If AI still has no owner in the company: appoint an internal responsible person before hiring any partner.
- If hiring consulting: require a transfer plan in the proposal.
- If building a team: start with the profile that connects business and technology, not just technical roles.

Frequently Asked Questions
Is consulting more expensive than an internal team? In the short term, consulting usually costs more per month; in the long term, a permanent team accumulates fixed costs. The right comparison is cost per result, considering time to first outcome.
Can consulting help hire the internal team? Yes, and it is a good sign when the partner offers this: defining profiles, supporting interviews, and training new hires.
