Movement is not strategy
A list of tools and proofs of concept cannot replace direction, criteria and accountability.
Strategy begins when initiatives compete within the same decision system. Leaders need to make priorities, expected evidence, capability gaps, operating costs and accountability explicit before separate experiments become an agenda the organization can govern.
Seven choices organize the decision
Problem, priority, evidence, capability, risk, operating economics and accountability form a single system.
Each choice changes the others. A promising use case may still be the wrong priority when the required data is unavailable, the supervision cost is too high or no one can decide whether the result is good enough to continue. The framework keeps those tradeoffs visible.
Capability comes before scale
DRILL v2 presents maturity as a profile of coexisting capabilities, not an average score.
An organization may have frequent individual use and still lack traceable integration, model operations or executive direction. The useful question is not whether the company is generally mature. It is which capability a specific initiative requires and which gap must be addressed before scale.
AI creates value when organizations know what to prioritize, how to decide and what they need to govern.
